I am a landscape worker in (city). I am one of 253,977 Californians with a job in this industry. As such, I have first-hand knowledge and experience with the practical problems that our complex immigration laws present.

I understand that several important bills have been introduced in the Senate, but I believe that any legislation must contain three key parts:

First, it should provide for an efficient and effective new worker program that would allow businesses to recruit immigrant workers when U.S. workers are not available for certain jobs.

Second, the bill should provide for a process by which undocumented workers now in the country and holding down jobs could gain a type of permanent legal status that would allow them to stay in the country and continue to work. Of course, these workers would have to be screened for any kind of criminal record and would have to pay a fine for coming into the country without going through proper channels.

Third, the bill should allow the country to gain better control over our borders and also provide for better interior enforcement against unscrupulous employers.

These measure are practical and address the issues we as a nation face. The alternative, as proposed in the harmful Rep. Sensenbrenner bill, H.R. 4437--deporting all of the undocumented and sealing the borders--is not practical. Nor is it comprehensive. Nor will it solve the issues plaguing the current immigration system.

As an employee in the landscaping industry, I am affected by how this issue plays out in Congress. As such, I want to make my voice heard. I urge you to take a realistic approach to reform and make it comprehensive.
